Is there are way built in already to have the default values clear on focus, and to have the submit button check that the default values aren't there still?
I know it can be achieved with external javascript, but wondering if it was built in already and I just need to find the setting.

Nope. This isn't built into the current version of Gravity Forms. We plan on implementing this into a future release, but for now you need use some additional scripting to make it happen.
