We have a new wordpress installation on our domain as a new website. But the old one is not removed because we need to have acces to that to for a while. But we dont need to update gravity forms on the old site. How do I get the license key to work on the new site instead of the old?

Remove the license key from the old site. The forms on the old site will continue to work without a license key. Then insert the key in the new site. It will work like that and you will be able to update the new site.
Regarding your other questions, you cannot merge forms in the form builder. And there is no import functionality, but there is a 3rd party add-on which will import data for you.
