I'm in the process of building a network of multiple sites, each site needs to have its own mailing list and administrator, but I would like to collect all the form information from across all the sites, and gather it into one main database. Is this possible with gravity forms?

Gravity Forms can't do that, as it is specific to the site it is on, and doesn't share information through the network. You could set-up the Mailchimp feeds on each site, but that's the only way it works.
