I have purchased a multi site license, installed the forms, and put the license key I got in the email in the correct fields and saved it. It doesn't seem to recognize it as the sales bar to purchase is still at the top.

double check to make sure you haven't inadvertently pasted any empty characters at the end of the license key. This happens occasionally when copying/pasting from the email.
It's actually common enough that in the next release, we're trimming excess characters and have provided some extra feedback cues to show valid/invalid key.
Tried your suggestion and it isn't working. I've copied and pasted into textpad and it is pasting fine. I also typed it directly into the field as well as type it into textpad to make sure I did it right then copied and pasted that.
If you send over a WordPress admin login for the site you are having a problem with via our Contact Us form, include your license key and reference this thread and we can take a look at it and see what is going on.
It seems to have activated when I wasn't looking. Perhaps it takes a little time for it to take effect and I'm not patient enough?
It could have been browser cache. Also, the first time you enter the key you may still see the "Purchase Gravity Forms" message at the top because that loads BEFORE the key is verified. After the key is verified a subsequent page load will make it go away... unless browser caching returns a cached version of the page.
