I need to move my license to a new url. Will the forms I created in Gravity Forms transfer automatically to the new URL, or will I need to create them again?

You should export the forms from the existing site and import them into the new site. This is not related to the license at all, but is the best practice for taking forms from one URL to another.
If you remove the license key from the old site and insert it in the new site, there won't be any problem with the license. However, the forms are tied to the site, not the license, so you need to export them from the old site, then import them in the new site.
