Make Credit Card payment default

How do I make the Paypal "Pay by Credit Card" page the default rather than the "Create a Paypal Account" the default? I am losing paying customers who do not understand they only need click the credit card link...

This is sometimes determined by a PayPal cookie on your computer, or a user's computer as to what screen shows up. Do you have a link to your forms in question?
