Such an issue is usually server related. Gravity Forms uses WordPress' PHP Sendmail (wp-mail.php) to send notifications and many servers won't let you use PHP Sendmail to send to multiple recipients (to reduce opportunities for SPAM creation). You may have to install and configure a SMTP plugin with the assistance of your web host.
