No, this isn't normal behavior and it hasn't been reported before and I am unable to recreate it on my test sites which leads me to believe it may be an issue specific to your site. Possibly a plugin or theme conflict causing an issue with the save functionality.
You would have to test for theme or plugin conflicts.
To check if it's your theme:
- Activate the default Twenty Ten theme
- Test to see if the issue occurs
If it does, then something in your theme is causing this issue. If it does not, then it could be one of your other plugins causing this issue. To test for plugin conflicts:
- Deactivate ALL plugins
- Activate Gravity Forms
- Test to see if the issue occurs
If it does, then one of your plugins is causing the issue. You will have to determine which one.
- Activate each plugin one by one
- Test to see if the issue occurs
