Using the PayPal Pro Add On on a Gravity Form.
Is there a way to NOT capture the funds until the form is reviewed by the administrator? For instance, my client wants to review the form entries prior to capturing the payment to ensure they filled the forms out correctly and to avoid other issues.

Well the PayPal Pro Add On requires a credit card field, as I'm sure you've seen, since the transaction is processed on-site.
The only way I know how to do this, is to not have the integration at all. Once they have reviewed the form submission, it sounds like your client will need to contact the user to arrange for payment and then use the notes field in the entry to record it as received.
You could also potentially use the Freshbooks Add-On to create the invoice/estimate based on the form submission.
