After a while on the Paypal forums, it became clear that nothing was being sent in the first place. I misunderstood the role of IPN.

When the form submit is clicked the page is blank, on the form entry it's stuck on "Payment Status: Processing".
What should happen at this point, I'm new to both the paypal addon and paypal itself.
