I wonder if the gravity supports several languages, sending files and icon for help with a "?" used in the admin panel that shows specifications of the field in a speech bubble can be used in the form itself?
Gravity Forms can be translated like any other WordPress plugin and WordPress itself by translating the POT file in the languages folder using POEdit and generating a localized translation file for the language you want to translate Gravity Forms into.
I'm not sure what you mean by sending files. Gravity Forms doesn't currently support file attachments on notification emails. If you want to send a file in a notification you would have to do so by sending a link to a file in the email.
The tooltips you see in Gravity Forms are only available in the admin tool, they aren't functionality of the forms themselves.
Here's some basic info on using the Qtip jQuery library to add the tooltips to a form. It's something you'd have to do as a customization, but this should point you in the right direction.
