    Why is the submitted form is routed through p3nlh163.shr.prod.phx3.secureserver.net? Are these forms being stores elsewhere?

    I'm not sure what you are referring to. The form action of forms is the relative path to the page you are on. I'm not sure what that URL is. Forms are stored in the WordPress database on your site.
