I'm trying to build a table/matrix where i can insert multiple tables and user can insert a numeric value in row/column of the provided table for the items listed in respective table.

You can create a form like this. It won't be identical though. You can add number fields and give them the CSS Class of "gf_inline" which will float them all on one line.
You will have to add the vertical axis labels for each row.
You will have to hide the number field titles for each column (on every row).
I can be accomplished, a grid for data entry, but Gravity Forms is not designed to do this. To make it work, you will have to do some CSS work.
