Just been playing around with the user registration addon which is great ... but discovered that it will create a new user for the current website ...
will there be plans for it to create a new website and a new user in the same way as the wp-signup.php page works for multisite right now?

Yes, there are plans for that. We have ore plans for the add-on as we go forward but are starting out with the basics for now. Site creation in Multi-Site is one of them. It will have to add additional options such as the Site Address and Site Title. The Admin email would be the email of the user registering.
It's already compatible with BuddyPress as far as users getting sites, but that is because in BuddyPress once a user is registered if you have site creation turned on they can use the BuddyPress toolbar to create a site.
Hi Nelson, the Registration Add-on uses the wp_users table. We try to use as much of WordPress' existing framework as possible. :)
