Typically WordPress developers that include Gravity Forms when creating a site for another person work with that person to purchase their own Gravity Forms license. That way the Gravity Forms license is in there name and they can access support resources and renew the license on their own as needed.
If you purchase a Gravity Forms Developer License you can use your license on client sites, however this poses issues if you are ever no longer managing their site or if you yourself choose not to renew your own Developer License. They would also not have access to support resources to ask questions, etc. when using your license.
Because of this, the best way to handle this is to have the client purchase their own Gravity Forms license.
