You could use the PayPal Add-On to accept payment *AND* the 5 sample images at the same time. Or you could email them the link to the 2nd form they must complete after they have made their payment. They could pay, then go to the 2nd form and upload the images.
Yes, it's possible for a developer to create a custom add-on that interacts with a payment processing service. They could look at our PayPal add-on and build something similar, use our PayPal add-on as a guide. Our PayPal Add-On does this, so there is no reason why someone else can't.
