Cannot Load Due to PHP 4

Bought Gravity Forms license last night, unfortunately my server does not support PHP 5, and I'm working on time sensitive material. It looks as if I cannot load Gravity onto my site. The following is the message received from my hosting company (IX Webhosting): "Please note that your account is located on old server block where we have old version of PHP (php 4). Currently we have disabled the ability to upgrade control panels due to pending SuperNS moves and the upcoming migrations. We will send out notifications when there will be more details on when upgrade for your specific server happens. I regret to inform you, but there is no way to expedite this proceed."

I know one of the situations in which Gravity provides a refund is if the plugin cannot be loaded onto a site, which is the case here. Please inform as to the refund procedure.

    Thank you-
