Depending on the performance issue you're having, I don't think having 20,000 files (or more) in a folder is going to slow the performance down. Having to scan through all those files and find the necessary one would take a little time, but that should not cause noticeable performance problems.
Since Really Simple Captcha is a 3rd party plugin, I would check their support. I did find this topic at the wordpress.org forums:

It suggests checking the permissions, and manually deleting the old files. It also had some additional questions about how old the files were, and a modification to the plugin files, which I would not recommend.
Please let us know if you need more help. The cleanup should be done by the RSC plugin, not Gravity Forms.
