confirmation page is missing insert-value option

    I add a second page to a form.
    Pick type HTML
    when I go to edit that second page the default drop-list shows "Insert Merge Tag",
    all the documentation and video's I've watched show an "Insert-Value" option.

    I just don't see that option at all!

    what on earth am i doing wrong?
