CSS included in Footer?! Why?!

    I'm developping an website, with an custom theme.

    But i just found out the CSS is loaded in the footer?! Does anyone know why? It's very frustrating because it is hard to overwrite some CSS...

    Is this a new thing? Can't recall having this problem before.
