I am trying to create a form that allows my users to upload a link to a proposal or document for a contest but when I test the form the link is there but not clickable. Does this make sense? Am I missing a step or something?

I don't quite understand what you are referring to. When you say "the link is there but not clickable" what are you referring to? Notifications? Entry Detail? What exactly?
In the post the link shows up after I publish the post. It shows in the post but you can't click it.
How are you putting the link in the post? Using the content template functionality of the Post Body field?
The form only stores the value of the field, which is just the URL. If you want that URL to be a clickable link you need to use HTML to make it a clickable link. To Gravity Forms it is just a URL, and it only outputs it as such. In the Entry Detail we make it clickable because we have complete control over it's display.
If you are using the content template then you need to wrap that field variable in HTML to make it a link.
