It's possible you have a plugin or theme conflict going on. The look of the tabs in that display isn't what Gravity Forms is supposed to look like.
I would suggest deactivating ALL other plugins and activating the default Twenty Ten theme and then seeing if it works properly.
If it does, then activate your theme and see if it still works properly.
If it does, then activate each plugin one by one and test Gravity Forms after each one to see if it still works properly.
If you hit a plugin that is causing the issue to occur then that plugin is probably outputting code where it should not be doing so.
If you continue having a problem after doing the above if you send us a WordPress admin login via our Contact Us form and reference this post we can take a look. Our lead developer and partner is Brazilian so the site language settings is no problem as far as debugging goes.
