I just tried a test on my end with an Address set to those settings (International, default country Netherlands, country hidden, 2nd address line hidden, set as required field) and was able to submit the example address you provided.
I was also able to submit your form above using the example address you provided.
Are you still experiencing the issue? If so can you use the Contact Us form on this site and send us a WordPress admin login so we can take a look at the form? We aren't able to reproduce it on our end.
