    I just start working with gravity form.

    I would like to know how to translate the form to french.

    what is the complete procedure to follow?

    For WordPress translation in general, you can also use the WPML plugin. It is a paid plugin. If you're entire site is in French you won't need this, and following the links David provided should be al you need.
