Gravity Forms requires PHP 5 and this is a PHP version error. You are trying to activate Gravity Forms on PHP 4 or earlier.
You need to make sure your site is running PHP 5. How you do this varies by web host. Typically it's a control panel setting. You will need to check with your host as to how you activate PHP 5 for this site.
